According to Vedic astrology my observations are as follows:
1. Scorpio ascendant and lord Mars is in its debilitated sign, placed in the house of fortune, which is afflicting house of bedroom, and family,where Saturn is placed. Ascendant has Jupiter retrograde, afflicted by Saturn and Mercury (which is giving obstacles). Which may give disturbance(s).
2. Mercury is creating obstacles and placed in the house of marriage, that’s why you are facing issues related marriage. I agree that Jupiter is blessing house of marriage and lord of marriage, so not wise to say denial of marriage. But complications are not denied. Moon is also not nicely placed.
3. Blessings from Lord Vishnu will help for marriage. This is must. One chance is before first week of November 2019, I feel you have missed this chance. Now delay/disturbance is seen. It will be better to look forward and seek blessings from Lord Vishnu (important for your marriage) only after possible period of marriage (or lord Vishnu’s blessings) can finalize your marriage time.
