According to Vedic astrology my observations are as follows:
1. Scorpio ascendant and lord Mars is placed with exalted Venus in the house of past karma, but forming good yog too. Also indicating that your enemies, competition is not troubling you even health will be good, no disease will trouble you. Ascendant is occupied by Mahadasha lord Ketu of 0 degree and 01 min. and was ready change at the time of your birth. So, is not capable of giving your desired results.
2. At present you are passing through Mahadasha of Ketu and antedasha of Saturn giving aspect on the house of profession from ascendant, I do not think at present any positive chance for permanent government job. Lord of profession is indicating that you will be linked with government, but conjunction of Mercury is indicating that either transferable or temporary job is possible at least in current scene.
Mahadasha of Venus may give some good changes.
I have not checked Dashmansha chart (which is important chart for profession).
