According to Vedic astrology my observations are as follows:
1. Libra ascendant and lord Venus is placed in the house of spouse alone and this Venus is representing house of miseries too, so delay in marriage is confirmed, for male/female this Venus can give delay/disturbance in marriage (possibilities).
