According to Vedic astrology my observations are as follows:
Time of birth is important because the time you gave is marginal, Variation of one minute means horoscope is changed (at 12:14 Hrs chart is different)
1. Virgo ascendant and lord Mercury is in its house of profession with Moon and Venus. Ascendant has family and spouse lord Jupiter with the lord of education and disturbance Saturn. Indicating thoughts are disturbed/pressurized due to family and disturbances etc. Focus is not proper.
2. Dasha wise stability in job possible, but due to disturbances or other pressure, you are not justifying with your profession. Regarding government job, you are not giving proper efforts. Casual approach is not good for the achievement of goal. You can try with proper efofrts.
